Minister Simmers engages with Cape Winelands District Municipality on New Provincial Roads Delivery Model
Media Release by Western Cape Minister of Infrastructure, Tertuis Simmers
Today, Western Cape Minister of Infrastructure, Tertuis Simmers, and officials of the provincial Department of Infrastructure (DOI) continued with their engagements with district municipalities on the New Provincial Roads Delivery Model.
At a meeting with Cape Winelands District Municipality officials and other stakeholders, Minister Simmers explained that from 1 April 2026, the department will take over the responsibility of district municipalities’ roads delivery functions. This follows a comprehensive assessment of the current model, including value for money and financial accountability, with the view to improving service delivery.
Minister Simmers said, “Roads are at the heart of opportunities, economic growth, and job creation in our province. With this new model, we intend to streamline our services in the critical area of road infrastructure. We appreciate the spirit of cooperation expressed by stakeholders we have met with so far.”
Cape Winelands District Mayor, Elna von Schlicht, requested the DOI to conduct a thorough financial inspection of the district municipality’s roads component.
