Land use management application
Draft Development Frameworks for the Stikland North and South sites are in the process of being prepared, based on the contextual analysis already undertaken and shared on this webpage.
Public participation following the formal submission of a land use management application in terms of the provisions of the Municipal Planning Bylaw, 2015 and the Spatial Planning and Land Use Management Act, 16 of 2013 (SPLUMA) is expected to start early in 2025.
Environmental Authorisation
An environmental authorisation in terms of the National Environmental Management Act, 1998, the Environmental Impact Assessment Regulations and 2014 Listing Notice 1 (GNR 327 of 2017) is required for Stikland South only.
As part of this process, public participation for the first phase is being initiated. Please see the relevant information published in the notice below, including the process for registering as an interested and affected party.

In February 2023 the scope of work for the Stikland North site was expanded to include Stikland South.
Stikland South (Re Erf 6300, Bellville) is in custodianship of the Western Cape Government under the auspices of the Department of Infrastructure. Stikland South is located along the Provincial Main Road R101 (Old Paarl Road) linking Bellville (west) to Brackenfell and Kraaifontein (east). The site is situated on the corner of Old Paarl Road, De La Haye Avenue and Midmar Road in Stikland.
The current use for Rem. Erf 6300 is Institution/hospital (Stikland Psychiatric Hospital) and Place of Instruction (Western Cape College of Nursing Metro East Campus)

The Stikland North Site, Erf 32103 and Rem. Erf 6300, Stikland North, is located on the corner of Old Paarl Road, De La Haye Avenues and St Harrod Drive in Stikland, Bellville, Cape Town.
The site is largely underutilised, comprising ten residential units, two NGO-run mental health care facilities, a step-down component of the Stikland Hospital (New Beginnings), a hospice for terminally ill children, as well as the Dunatos Private School (a remedial school). An office building for administrative purposes is also located on the site.
Both properties (Erf 32103 and Rem Erf 6300) are owned by the Western Cape Government.

A high-level visioning exercise was undertaken in 2013. This exercise investigated site opportunities and constraints as well as high-level development proposals. At the time, the proposed vision for the property focused mainly on developing the site for residential purposes. This vision was supported by high-level specialist investigations focused only on development proposals and site limitations for the Western Cape Government Department of Transport and Public Works to consider should it wish to continue with the enablement of the site for this purpose.
In January 2020, the Department began a visioning exercise to further explore the 2013 proposals and obtain input from key stakeholders. This study included high-level specialist input and produced the following reports:

Conceptual vision and key drivers for development
The Department of Transport and Public Works has appointed a multi-disciplinary team of built environment specialists to finalise an agreed updated vision for the site and draft a Precinct Plan. This process will include specialist investigation, as well as liaison with stakeholders and interested and affected parties (I&APs).
The current vision for the site includes redevelopment to accommodate an integrated sustainable mixture of uses, focused on precincts of redeveloped institutional facilities which are spatially integrated by means of a multi-purpose green/ movement system.
Key informants of this vision and future development of the site includes the existing significant tree lines, open spaces and undeveloped land portions; the surrounding residential areas and general lack of access for them to retail and mixed-use opportunities; limited access to the site; and restricted access through the site between the northern and southern portion of Stikland.
