Season Summer School

Councillor seasonal school kicks off in Caledon

Today, the Department of Local Government (DLG), in collaboration with the Hanns Seidel Foundation(HSF) and the Stellenbosch University (SU) officially kicked off the Councillor Seasonal School at Caledon Spa Hotel in the Overberg District.

Over the years, the Department has rolled out annual Councillor Seasonal Sessions, which dealt with a number of topics inclusive of values, ethics, Consequence Management:  Financial Misconduct and  oversight responsibilities of Councillors as outlined in Section 195(1) of the Constitution of the Republic which states that “Public administration must be governed by the democratic values and principles enshrined in the Constitution, including the following principles: (a) A high standard of professional ethics must be promoted and maintained. (b) Efficient, economic and effective use of resources must be promoted”

The theme for the current Seasonal is “Ethical Leadership and collaboration strengthening accountable partnership for future Local Government”. The envisaged outcomes of this session include the enhancement of effective, efficient and economic governance systems. The Councillor Seasonal school will be rolled out across all Districts in the province.

The Department extends its sincere appreciation to all municipalities for their proactive engagement and timely submission of nominations for participation in the Seasonal School.  Continued collaboration with the municipalities, in the uptake of Departmental capacity-building initiatives, is vital to strengthening governance and enhance service-delivery across the Western Cape.  The Department further appreciates the long-standing partnership between itself, HSF and SU, in ensuring capacity building initiatives targeted at Political Leadership.
