Mobility Department shows how bicycles are helping small businesses grow in George
As part of the lead-up to the State of the Province Address (SOPA), Western Cape Mobility Minister Isaac Sileku on 23 February 2026 hosted a cycling ride-along in George to showcase the tangible economic impact of the Provincial Bicycle Distribution Programme.
The programme distributes about 400 bicycles every year across the Western Cape. Beneficiaries are selected through a fair, application-based process, prioritising those who will use the bicycles for high-impact activities such as supporting small businesses (SMMEs), helping scholars get to school, and patrolling communities for safety.
While many bicycles go to learners and community safety groups, the George event focused on how SMMEs are using bicycles to improve their businesses.
One of the beneficiaries is Fundi Tonisi, owner of Creamillion General Trading in George. Before joining the programme, she struggled to manage food deliveries on time. “I used to struggle with deliveries and was often late,” says Mrs Tonisi. “Since receiving the bicycles in March 2024, I have employed two people to do deliveries, and they are always on time. My customers now receive their food before lunchtime while it is still hot. It has also made work much easier for my staff.”
Minister Sileku, who cycled alongside beneficiaries today, emphasised that mobility is a direct driver of economic dignity. “Mobility creates access to opportunity. When we provide a bicycle to a small business, we are not just improving transport, we are expanding their reach, connecting them to customers faster, and lowering their operating costs. Seeing businesses grow, move more freely, and create employment is the real success of this programme,” he said.
Minister Sileku also visited four neighbourhood watches in Thembalethu that received bicycles through the programme. He spoke with beneficiaries, who said the bicycles have made patrolling easier, allowing them to cover more ground and improve safety in their communities.
The programme has grown steadily in the George Municipality over the last three years:
- 2023/2024: 50 bicycles distributed (mainly for safety and scholar mobility)
- 2024/2025: 15 bicycles distributed (community partnerships)
- 2025/2026: 12 bicycles distributed (SMME support and safety)
The programme also provides:
- Road safety training for all beneficiaries
- Basic maintenance training and tools
- Ongoing monitoring to measure impact
Surveys show that 95% of beneficiaries use their bicycles at least once a week, showing the programme’s lasting value.
