WC Mobility involves transport stakeholders in review of Operating Licence Conditions
This week, our Provincial Regulatory Entity (PRE) met with various stakeholders, including the National Charter Association, WC Scholar Transport Board, Metred-Taxi and E-Hailing operators, SA National Small Bus Operators Council, SA Bus Operators Association, City of Cape Town, and SANTACO-WC, to unpack the current review of Operating Licence (OL) Conditions. Meetings will continue in the coming week with other municipalities, who are the ‘Planning Authorities’ in transport licensing.
The review of OL Conditions responds to changes in the legislative and operational environments, and to ensure we develop standard service conditions that will make our roads and transport safer. The last comprehensive review of the OL Conditions was done in 2017.
While the PRE has the sole responsibility and authority to impose OL Conditions, we believe that improving mobility in this province requires partnership and consultation with the various role players in the space.
During October Transport Month, the PRE is facilitating meetings across the Western Cape to involve key transport stakeholders in this important process to enhance commuter safety.
A draft of the reconfigured conditions has been gazetted for public comment. Comments must be submitted on or before Friday 20 October 2023 (the previous deadline was extended to this new date). All comments and representations will be duly considered by the PRE before the final conditions are published in the Government Gazette. Once published, all operators who transact with the PRE will receive the new conditions.
