Minister Baartman engages Kannaland residents on Financial Recovery Plan
The Western Cape Minister of Finance, Deidré Baartman, on Monday, 8 September 2025, addressed the Kannaland Municipal Council and held a community engagement with Kannaland residents regarding the municipality’s Financial Recovery Plan (FRP).
During both sessions, the central issues facing Kannaland Municipality were acknowledged, including: weak financial management, growing debt, governance shortcomings, and the resulting strain on service delivery.
The FRP, which is now in place, sets out a clear path to directly address these challenges. It prioritises stabilising the municipal budget, improving cashflow and debt collection, enforcing cost containment, reducing irregular expenditure, and safeguarding service delivery through ring-fenced funding and oversight.
Minister Baartman said that, “The plan’s success depends on strong cooperation. The municipality must ensure its decisions align fully with the FRP, while the Provincial and National Treasuries will provide oversight and support.” She added, “The FRP provides a clear, binding framework for the municipality’s decisions and is designed to stabilise finances, improve governance, and ensure sustainable service delivery for the people of Kannaland.”
Minister Baartman said, “Working together will be important in ensuring that the plan delivers lasting improvements. With firm discipline, accountability, and shared responsibility, the FRP can stabilise Kannaland, restore confidence in its ability to serve its residents, and improve service delivery to communities.”
