Western Cape Government Departments and Entities achieve hat trick - 100% unqualified audits for three consecutive years
The Western Cape Government (WCG) is proud to announce that, for the third consecutive year, all 14 provincial departments and 11 entities have received unqualified audit opinions from the Auditor-General of South Africa. This achievement reflects the continued commitment of our public servants to sound financial management, transparency, and good governance.
“These audit outcomes are not just a tick-box exercise, they have a direct impact on the Western Cape’s economic performance. By ensuring financial discipline and transparency, we create an environment where business and investment can thrive, and where job opportunities are plentiful," said Western Cape Minister of Finance, Deidré Baartman.
The province’s strong financial governance is reflected in key economic indicators. The Western Cape created 89% of all net jobs in South Africa between the 1st quarters of 2020 and 2025. Narrow unemployment fell to 21.2% in quarter 2 of 2025, the lowest in the country. Business Confidence Index stands at 45 points, above the national average, demonstrating optimism among investors and businesses. The number of SMMEs in the Western Cape grew from 330 000 in Quarter 4 in 2023 to 404 000 in Quarter 2 in 2025, highlighting that small businesses are expanding and have confidence in the governance stability and service delivery in our province.
“We are often asked about the significance of positive audit outcomes. In South Africa’s constrained fiscal environment, it is crucial that provincial and local governments can demonstrate to potential donors, development banks and institutions, and potential partners that their investments are in capable hands. It means we are spending our money responsibly, on behalf of the Western Cape people, because ultimately, we are custodians of the people’s money. Good audit outcomes show that the Western Cape is a responsible partner,” said Minister Baartman.
Premier Alan Winde lauded this achievement, “This is made possible through the ceaseless dedication of our officials to spending taxpayers’ money responsibly and transparently. Across our government, we all work incredibly hard to ensure every Rand goes towards enhancing and improving our services, even as we navigate a tough economic environment. Unqualified audits are critical to building an economic ecosystem where businesses can thrive so as to boost growth and job creation.”
